Capacity Development For The Implementation Of The National Plan Of Action For The Social Development Of The Plantation Community |

With 32% of the estate population still living below the poverty line, the estate sector represents the greatest challenge to poverty reduction in Sri Lanka. To address this longstanding issue, in 2006, with the support of UNDP, the Government, under the leadership of the Ministry of Nation Building and Estate Infrastructure Development, developed a ten year National Plan of Action for the Social Development of the Plantation Community (NPA). The NPA is a comprehensive plan which aims at addressing all dimension of human poverty in the plantation community. The NPA was approved by the Cabinet prior to the Budget Speech in November 2006 and the government has assigned to the Ministry of Nation Building and Estate Infrastructure Development, and particularly to the Estate Infrastructure Division, the responsibility to lead and coordinate the implementation of the ten year plan.
Objectives
In order to assist the Government in the implementation of the NPA, UNDP will support capacity development of the Estate Infrastructure Division, and of other relevant institutions and mechanisms, to effectively coordinate, monitor and implement the National Plan of Action for the Social Development of the Plantation Community.
This objective will be achieved by providing technical assistance to the Estate Infrastructure Division to :

Translate the NPA into a Road Map and develop suitable monitoring tools;

Assess the capacity of the Estate Infrastructure Division to lead, coordinate and monitor the implementation of the NPA and develop a capacity development strategy;

Strengthen institutional structures and mechanisms for coordinating, monitoring and implementing the NPA at the national and local level.
