Support to Mine-Action in Sri Lanka |
|
UNDP support to the Mine Action Programme in the country aims to assist the Government of Sri Lanka in freeing the country from the effects of mines and unexploded ordinance (UXO) by building national capacity to plan, coordinate and execute mine action and related activities.
The project aims to improve the safety of mine-affected communities by reducing the threat of landmines; meet the needs of mine and UXO incident survivors and develop strategies for their socio-economic reintegration.
The project promotes a safer environment for people in conflict-affected areas and the rapid revitalization of land for resettlement of Internally Displaced Persons (IDPs), agriculture, livestock, and infrastructure, and increased economic development throughout the country.
The Sri Lanka National Mine Action Programme operates under the leadership of the National Steering Committee on Mine Action (NSCMA) chaired by the Ministry of Nation Building and Estate Infrastructure Development which provides overall guidance to the programme, with District Mine Action Offices (DMAO) and District Steering Committees (DSCs) managing the operational coordination in the mine-affected districts.
The UNDP Project is designed to support coordination at the district level, strengthen national institutions and build capacity of national counterparts with the goal of achieving a nationally managed coordination structure with minimal external support by the end of the project.
In 2009 a key priority of UNDP’s Mine Action Project is the establishment of the National Mine Action Center (NMAC), which will function as the implementing arm of the NSCMA and will enable the government to take complete ownership of all mine action activities. In order to ensure smooth transition, successful NMAC start-up and institutionalization, the UNDP Mine Action Project will continue to work with the government during the initial stages of the establishment of NMAC and will eventually follow a phase-out strategy over the next two years.
Objectives
To further strengthen and develop the management and technical capacity of Sri Lanka and assist the National Steering Commiittee for Mine Action to achieve its stated objective of clearing all high priority and medium priority areas of mines and UXOs and to enable the Government to take full responsibility and ownership of all mine-related activities.
