Capacity Development for Decentralized Poverty Reduction in Uva Wellassa Dry Zone - Uva poverty project |

This project established an initiative between the Government of Sri Lanka, UNDP, and IFAD and other partners involved in the Dry Zone Livelihood and Partnership Programme (LiSPP). The project was initially implemented in the Dry Zone areas of Uva Province, with a view to up scaling to other LiSPP locations and also other areas. The project supported communities to develop their own development agenda, and to strengthen local representatives, administration and service institutions. Strengthening of national policy formulation process for decentralized development was also be pursued under this project.
Objectives
- Communities are in a process of being empowered to effectively interface with pro-poor policies, institutions and services to reduce poverty and achieve human development. (communities supported through development of pro-poor policies, institutions and services)
- Local public representatives, administrators and service institutions (Pradeshiya Sabha\APC\AGA\CBOs) are being strengthened to participate in planning and management of services and ensure responsiveness and transparency.
- Increased coherence and compatibility in decentralized public investment programmes of different agencies (Public investment programmes are more transparent and similar across different agencies)
- Provincial development management system that is compatible with poverty reduction strategies, Millennium Development Goals and good governance characteristics.
- Enhanced national policy formulation process
